7 September 2026, Hong Kong Monetary Authority (HKMA) opens public consultation on the Phase 2B prototype of the Hong Kong Taxonomy for Sustainable Finance. The consultation runs from 7 September to 7 October 2026.
Building on Phase 2A, Phase 2B expands climate‑mitigation‑related economic activities from 25 to 39. It adds enabling‑technology activities including battery manufacturing & recycling and low‑carbon equipment production. Practical transition assessment frameworks are introduced for hard‑to‑abate sectors such as steel and aviation. It also refines assessment methodologies for climate‑change adaptation.
The framework aims to channel green and transition capital toward decarbonization efforts, strengthen Hong Kong’s position as an international sustainable‑finance hub, and mitigate green‑washing risks. Responses are due by 7 October. The taxonomy remains voluntary for market participants at this stage.
